Dr Jean Kagubare will discuss the work the Bill & Melinda Gates Foundation is doing to strengthen primary health care systems to achieve universal health coverage. The presentation will incorporate examples, including progress toward universal health coverage in Rwanda using community-based health insurance.

Dr Kagubare is the Deputy Director for Global Primary Health Care Systems at the Bill & Melinda Gates Foundation, where he provides technical and managerial leadership to strengthen primary health care systems around the world. He has over 25 years of experience in clinical and public health areas, especially in planning and management of public health programs in developing countries. He served as the Director of the National HIV/AIDS program (Rwanda), Coordinator of the World Bank Health and Population Project (Rwanda), Director General of the National Referral Hospital – King Faysal hospital (Rwanda), and Director of the Health Planning Department (Rwanda). Before joining the Foundation, he was the Global Technical Lead for Health Care Financing at Management Sciences for Health where he provided technical expertise for the design and implementation of results based financing programs and community health insurance schemes. He obtained a medical degree from the University of Kinshasa, an MPH from the University of Brussels and a PhD in health systems from the Johns Hopkins University.
