Data Quality Coordinator

Anthony Chen is the Data Quality Coordinator for the BC Primary Health Care Research Network (BC-PHCRN) Data Repository. He is responsible for ensuring the accuracy and consistency of electronical medical record data from partner clinics. His work focuses on identifying and fixing data quality issues and supporting data standardization across sources within the repository.


Eden Ghirmay

Research Assistant

Eden Ghirmay is a research assistant working with the Centre for Advancing Health Outcomes on a quality improvement project that assesses surgical patients and patients who have recently experienced a stroke. Eden’s experience with the project has affirmed her enthusiasm for growing her career in the field of public health. Eden’s research interests range from improving healthcare systems, health policy and digital healthcare strategies.

He works to solve programming issues, implement automation algorithms, and ensures the data are secure and meet the highest privacy standards.

Josh Goguen is a research assistant working with the Centre for Advancing Health Outcomes on various projects for Drs. Jason Sutherland, Sabrina Wong, and Kirsten Marchand. He specializes in data analysis and programming needs for CHSPR, and is interested in research that bridges the gap between data, technology, and policy.


Joyce Huang

Operations Manager

Joyce Huang oversees planning, implementing and managing the operational, financial and human resources activities of CHSPR and the W. Maurice Young Centre for Applied Ethics (CAE). She coordinates and assists all research groups in CHSPR and CAE to resolve any issues that arise from daily activities.

Emanuel Krebs is Head of Economics for the Regulatory Science Lab, co-located at CHSPR and the BC Cancer Research Institute. He is also a Staff Scientist with the Provincial Health Services Authority and a Fellow in the Academy of Translational Medicine in the UBC Faculty of Medicine. Emanuel’s research advances real-world evidence and life-cycle economic evaluation for healthcare decision-making, with a focus on regulatory science, causal inference methods, and mathematical simulation modeling.


Guiping Liu

Research Analyst

Guiping Liu works for multiple projects, including the Value and Limitation in Hospital Utilization and Expenditures (VALHUE) Project, the Care Provision for Traumatic Spinal Cord Injury, the Foundry Wider Impact Study, and the Integrated Youth Services Study. He is interested in the application of statistical methods in population health, health services, and policy research.

Dawn Mooney

Dawn Mooney takes care of communications, event management, and research facilitation for a variety of CHSPR projects and teams, and has special interest in cartography. She is interested in methods of effective graphical communication of health data and statistics, and in using mapping and other kinds of data visualization to explore, communicate and address geographic disparities in health and health care. She also teaches cartography in the UBC Department of Geography.

Shelby Schulmeister facilitates overall network management and research development as the Network Manager of the BC Primary Health Care Research Network (BC-PHCRN). Her role primarily focuses on disseminating knowledge, collaborating with Canadian Primary Care Research Network partners, and engaging invested community members, patients, researchers, health professionals, government and health authority representatives in BC-PHCRN projects.
